A friend and I stayed at the Rest Hotel during a long layover. It was about 20 minutes away from the Gimpo-si airport. The hotel/rooms was very clean spacious and there were a lot of amenities....even a flat iron. The hotel also offers a nice room service menu.

We waited 45 minutes for a taxi and only managed to get one when my niece used a mobile app to request for a taxi and seoul taxi agreed to take us there.
