Level one is run of the mill 3 star, road side property. Level two and three indeed are wonderful and exclusive places, approachable only (an untarred road, is the only other option, suitable for rugged vehicles) by ropeway. I stayed at Moksha(level 3), would definitely recommend it to everybody.
